While Oracle's hosting setup is a bit complicated, it's free "forever" and not that difficult as long as you follow the below steps.

Note: this is only recommended for single-user PLEROMA instances. Misskey may work, but at your peril!

How to set up:
  1. Sign up for an account at Oracle Cloud. IMPORTANT: when setting up your Oracle account, you should set your home location to Ashburn, VA, US for best results. Theoretically it is possible to run in another region, but this is untested and may never be supported.
  2. Wait about a half an hour for Oracle to confirm your registration and provision your services. Once complete, you will receive an e-mail.
  3. Log in to your account at oracle.com/cloud/sign-in.html (if you get a notice about "federation" and "SSO", click "continue"). Bookmark this page; this is where you will sign into the console in the future, if necessary.
  4. To the LEFT of the "Oracle Cloud" logo in the top left, click the hamburger icon (three horizontal lines). Then click Identity & Security (about halfway down the list), and then click Users.
  5. Towards the bottom of the list, you should see a user labeled with your email address. This is not the account prefixed with "oracleidentitycloudservice." Click it.
  6. On the LEFT side of the window (you may need to scroll down to see it), is a link labeled API Keys. Click it, then click Add API key.
  7. You will be prompted to download a Private Key. Do so, and save it to a place where you will remember where it is. Then, click Add.
  8. You will be presented with a window titled Configuration File Preview. Do not close this yet - rather, switch to the tab this page is open in and get your Ctrl-C key ready.
  9. Copy anything to the right of user on the Oracle page and PASTE it as User OCID, below. The final result should look like ocid1.user.oc1..aaaaaaaawhhko2mr[more random letters and numbers...]ccuta.
  10. Copy anything to the right of fingerprint on the Oracle page and PASTE it as Key fingerprint, below. The final result should look like 76:2d:99:5f:33:ee:23:d2:84:55:25:e9:2b:04:eb:c6.
  11. Copy anything to the right of tenancy on the Oracle page and PASTE it as Tenancy OCID, below. The final result should look like ocid1.tenancy.oc1..aaaaaaaakumf5zr3[more random letters and numbers...]flq.
  12. Copy anything to the right of region on the Oracle page and PASTE it as Tenancy Region, below. If you set up your server in Ashburn, VA, this is us-ashburn-1.
  13. Either open the file you generated in Notepad with a text editor (i.e. Notepad, TextEdit, gedit, vi, etc.) and COPY and PASTE the ENTIRE FILE into the Private key text area below, OR click Click to enable JavaScript and upload your .pem file directly.
  14. Click "Log in", you're done!
